    Ludendorff's campaign for congressional elections was a terrible disaster.

    In the summer of 1917, Ludendorff still adhered to his theory of military dictatorship.  The Director of Imperial Requirements felt that Germany should not live in an army divided into two parts, a Junker royalist party that was resentful of the empire, a fragmented government, a navy with a broken relationship with the army, a half-paralyzed parliament, and workers who were divided.  The party and other political forces continue to weaken in the mutual criticism, slander, and abuse, as well as the endless and exhausting political exchanges and compromises.     Now, this force with the most considerable strength and combat effectiveness among the troops marching towards Berlin has approached Berlin. No one knows whether they will follow Ludendorff's previous orders and continue to march north to quell the rebellion, or whether they will take the opportunity to enter Berlin and do something.
