    When the time came in 1911, the 800,000 taels of investment from the Qiao family and Qu Benqiao were put in place, coupled with Fang Hua¡¯s own huge investment, Guisui entered a period of rapid development.

    By May, in order to stabilize the situation and deal with the constitutionalists, the Qing government agreed to establish a cabinet.  However, the newly established cabinet had Prince Yi Kuang of Qing as the prime minister. Among the 13 ministers of state, there were 4 Han bureaucrats, 1 Mongolian bannerman, and 8 Manchus. Among them, 5 were from the royal family, so it was called the royal cabinet.  At this point, the Qing government's purpose of deceiving the people and suppressing the democratic revolution by preparing a constitution was completely exposed. The illusions of the constitutionalists were also shattered, and the atmosphere of democratic revolution became even stronger.

    Because of the Shanghai stock market crash and the subsequent financial crisis, a large amount of silver was outflowed, reaching tens of millions of taels of silver, while the Qing government's annual fiscal revenue was only about 100 million taels.  Therefore, the Qing government's finances were quite tight in 1911. In order to ease the financial pressure, the Qing government announced the "state-owned railway policy" and forcibly "state-owned" the Sichuan-Hankou and Guangdong-Hankong Railways. Now it was forcibly state-owned, which aroused strong protests from the Sichuan gentry.  More than 2,000 people from various groups in Chengdu met at the railway company and established the "Sichuan Road Protection Comrades Association". They elected constitutionalists Pu Dianjun and Luo Lun as chairman and vice-presidents, and proposed the purpose of "breaking the contract to protect the road."     After the victory of the Wuchang Uprising, the revolutionaries in Hanyang and Hankou took action and liberated Hanyang and Hankou on the night of October 11th and October 12th respectively.  After the rebels took control of three towns in Wuhan, they established the Hubei Military Government.
