The Dawes Plan was mainly aimed at the problem of Germany's reparations dilemma after the war, and attempted to use the method of restoring the German economy to ensure that Germany would pay its reparations.  The main content is to supervise the restructuring of Deutsche Bank, implement currency reforms, and provide loans to help stabilize its currency system and other measures.

The Dawes Plan not only ended the chaotic state of the German economy and solved a series of technical problems that prevented Germany from continuing to pay reparations, but also greatly eased the conflicts, struggles and stalemates between the United States and France over the issue of German reparations.  Through this plan, batch after batch of US dollars flowed from the United States to Germany, then to the Allied Powers in the form of reparations, and finally flowed back to the United States in the form of war debts, forming a cycle.

Through this plan, the United States not only confirms its pivotal role and practical capabilities in European affairs, but also demonstrates the uniqueness and independence of the United States' participation in European affairs.  The plan actually supported Germany economically and played a positive role in the recovery and development of the German economy and even the world economy after the war.  It also had an immeasurable impact on the not-too-distant World War II and even the historical process of the entire world. Even the Marshall Plan after World War II was influenced by the spirit of the Dawes Plan.

Hua Fei, who has a certain understanding of American history, is no stranger to the Dawes Plan. With the assistance of intelligence agencies, Hua Fei has always had relatively detailed information on the entire process of this plan.  But Hua Fei didn't have much idea about this plan.  In a sense, China's rise needs the help of Germany's strength.  The strength of Germany will not only give China a temporary alliance that it can rely on in the international arena, but also divert the attention of other countries from the growth of China's strength, reducing the pressure on its rise and the suppression of the East by various countries.

Of course, while trying its best to solve the domestic financial crisis, Hua Fei not only postponed the military plan in Northeast China, but also slowed down the war in Taiwan.  Regarding the Dawes Plan, Hua Fei also sent representatives to attend the meeting. Although China exempted Germany from indemnity, in this plan, the United States obtained a large number of commercial benefits through loans, and Hua Fei's wish was to get a piece of the pie.  , even a small share.

Although Taiwan and Japan have just experienced the impact of a major earthquake and suffered the pain of a hundred thousand troops sinking in the sea, the outbreak of the financial crisis accumulated by the Chinese government has undoubtedly made them relieved.  Driven by the military's fanaticism, Japan continued to launch a reinforcement plan for Taiwan, and adopted the slogan of devoting all its efforts to defend Taiwan and protect the life channel of the Yamato nation heading south.  It's just that they no longer take the same risks as before, but use a powerful naval fleet to escort the army to Taiwan in batches.  However, due to the shortage of troops, the total number of troops dispatched this time was only 30,000, and 20,000 were North Korean puppet troops.

At the same time, another part of the main warships of the Japanese combined fleet gave up the blockade of the Taiwan Strait, but continued to mine the strait, using China's similar mine warfare to achieve the purpose of completely blocking the strait channel and China's sea supply lines.  In addition, warships with powerful firepower help the defending army near coastal cities, increase artillery firepower, and prevent the National Defense Forces from attacking!

And after losing the carrier-based aircraft support, the Japanese military built a large number of temporary airports on the Sakishima Islands. The Japanese Air Force's reconnaissance aircraft passed through some airports in Taiwan, and finally included the entire airspace near Taiwan within the scope of reconnaissance.  Even their fighter jets and bombers have gradually increased, gradually posing a threat to the Strait Air Transport Corridor that lacks fighter support and escort, and causing considerable trouble to the National Defense Forces soldiers on Taiwan's main island.

The National Defense Forces organized several large-scale attacks. However, after losing the effect of the surprise attack, and receiving strong artillery support from the navy at sea, and attacking key fortresses that Japan had operated in the north for many years, the results were very insignificant.

While dealing with the fiscal reform plan, Hua Fei was still discussing the war in Taiwan.  No matter who thinks it is, the sooner the war ends, the better it will be for the current situation, and the smaller the military expenditure will be.  However, due to various changes, the occupation has fallen into the current deadlock. If effective measures are not taken, it will be difficult to change the situation in a short period of time.

¡°At present, the military has two opinions. One is to use the troops currently logged in Taiwan to attack by force regardless of cost and loss, annihilate the participating Japanese troops, and then use coastal defense artillery to fight back against the Japanese troops at sea.  The National Defense Forces officers and soldiers who initially landed there were approximately more than 100,000 soldiers from three armies. However, after several large-scale battles, there are currently only more than 90,000 combat soldiers left.  The original Japanese garrison of Taiwan was already less than 30,000 people, and with the 30,000 reinforcements later added, the force could barely reach 60,000.  In terms of military strength, the National Defense Forces have a slight advantage, but there are not many troops available for attack, barely 70,000, and the two sides are evenly matched.

Although the National Defense Forces can rely on their advantages of being good at fighting and fighting tough battles, under the premise that firepower, especially heavy firepower, does not have an advantage at all, the superior air force cannot provide favorable support.  Not only are tanks suitable for storming unsuitable for Taiwan's terrain, most of the available tanks are deployed in the North. On the front line, it is impossible to mobilize much quantity.

Therefore, if this first plan is implemented, it can be foreseen that even if the National Defense Forces can capture Taiwan, the price and losses they will pay will definitely exceed human endurance.  Of the 90,000 capable soldiers, it was extremely lucky to have only 30,000 or 40,000 left in the end.

The second plan is to continue to mobilize superior forces and do everything possible to reinforce Taiwan.  The focus is on increasing firepower equipment such as heavy artillery.  Fighters and bombers must be mobilized to re-establish air superiority over Taiwan, deter Japanese warships on the sea, and launch a general offensive at a timely manner to fully capture Taiwan at a relatively small cost.

The second option may be the best option, but the biggest problem is that the military force invested will inevitably increase significantly, and the military budget will also increase significantly.  This is tantamount to making matters worse for the current very tight financial expenditure.  Moreover, mobilizing heavy weapons and aircraft is not as simple as talking.  The Taiwan Strait, which does not seem to be wide, has caused the invincible National Defense Force to face the biggest troubles and challenges since its founding.

For this reason, some people even proposed withdrawing troops from Taiwan and moving to Northeast China first and then to Taiwan.  Of course, this advice was callously ignored.  Attacking in the east and attacking in the west is not only a tactic, it is also a strategic choice.  If Taiwan is under Japanese control, the war in Northeast China will inevitably put the National Defense Forces in an extremely passive situation in a strategic environment.  This is the same for Japan, and it is also the reason why they strive to maintain control of Taiwan at such a cost.

The long delay of the National Defense Forces in the war in Taiwan has caused great distress to the overseas Chinese in Southeast Asia and even the world.  Compared with some people in the country, they are extremely profound and sensitive to the impact that a strong country can have on them.  The key to a strong country is its army, an army that dares to fight, is good at fighting, and can win.

??When Hua Fei stood up for the Chinese overseas, it was because he had a powerful army in his hands. This was the key factor for his success.  As China gradually comes under the unified government of the National Defense Forces, the impact of the powerful image of the National Defense Forces on overseas Chinese cannot be ignored.  Many people clearly feel that when they walk on the street, when the residents of the host country know that they are Chinese, they can enjoy a completely different gaze experience than before.

Therefore, the setbacks and difficulties encountered by the National Defense Forces in Taiwan have made many overseas Chinese, especially those in Southeast Asia where Chinese are concentrated, anxious.  After earlier heated discussions in some Chinese newspapers in Nanyang, many youth groups suddenly came up with a suggestion.  That is to establish an overseas Chinese volunteer corps. It does not require monetary assistance from the Chinese government, does not require arms assistance from the Chinese government, and does not require military expenditures from the Chinese Army. It is completely self-funded, mainly fundraising, and the soldiers are mainly volunteers.  There is no restriction on nationality, but must be of Chinese origin.

As we all know, when the National Defense Forces were first established, a large number of enthusiastic overseas Chinese youths, especially those from Southeast Asia, returned to the country to join the army and participate in the construction of various industries.  In addition, the National Defense Forces also established a foreign corps composed mainly of overseas Chinese for this purpose.  But later, with the pressure from a large number of domestic troops to withdraw from the army, and the strong willingness of young people in the country to join the army, the number of recruitment quotas for the National Defense Force was limited after all.  In addition, overseas recruitment procedures are not only cumbersome, but many retired soldiers still return to their country of residence. After all, their parents are there and have lived and grown up there for many years.  It is still very difficult to fully integrate into domestic life.  This resulted in Hua Fei's plan to turn a large number of retired soldiers into reserves and become a potential mobilization force ineffective.  Therefore, in the subsequent military reorganization, the Foreign Legion was gradually abolished.  A small number of foreign Chinese officers were also transferred to other units, and a large number of retired Chinese soldiers were either sent back to their country of residence or properly resettled.

This new foreign corps initiative has once again received responses from many overseas Chinese youth, creating a huge sensation and receiving positive responses from Chinese organizations in various countries, especially youth organizations.  Not only because the enthusiasm that had been accumulated for several years burst out in an instant, but also because the National Defense Forces have become more and more influential over the years, creating a sacred imprint in the minds of many overseas Chinese young people and becoming a gathering place for their heroes.  In particular, some non-Chinese foreign youths, after hearing the news, requested to join the Foreign Legion as mercenaries because of their admiration for the National Defense Forces.

But even if you don¡¯t have to worry about personnel or military expenses when setting up a foreign corps, you still need the help and consent of the National Defense Forces Headquarters.  At least in terms of equipment, it can be consistent with the equipment of the National Defense Forces. At least you can get military uniforms of the National Defense Forces, even if you spend money to buy them.  And since it belongs to the National Defense Forces, there are a series of issues such as transfer rights, organization, and appointment of officers.
